Empowering Young Local Leaders through Intergenerational Dialogue and Decentralized Development Cooperation

The rapid pace of urbanization, climate change, technological disruptions, and migration challenges are redefining the priorities of cities in both Arab and European regions. Despite differences in political systems and local governance traditions, cities in both regions increasingly rely on decentralized development cooperation (DDC) as a powerful tool for addressing common challenges and fostering sustainable urban development. Local governments play a key role in driving these transformations. The sustainability of their efforts depends on inclusive governance that empowers young leaders and ensures intergenerational dialogue. Young local politicians bring innovation, digital skills, and fresh perspectives on climate action, social justice, and economic transformation – yet they often face barriers to meaningful participation in decision-making processes. Moreover, gender equality remains a transversal challenge. Women – particularly young women – are underrepresented in local governance structures. Integrating a gender-responsive approach into intergenerational dialogue and DDC is essential to making cities more inclusive, equitable, and sustainable.
